In March 2020, Argaam reported that ACWA Power had signed a memorandum of understanding with Egyptian bodies. The partners were the Holding Company for Water and Wastewater (HCWW), the housing ministry via the New Urban Communities Authority, and the electricity ministry via the Egyptian Electricity Holding Company. The Saudi company was to carry out preliminary and feasibility work on several desalination projects running on solar power, wind power or both. The findings were intended for the housing ministry and the electricity holding company.

The report showed an interest in linking desalination in Egypt with renewable energy. ACWA Power was already active in the country at the time with solar projects such as Benban and Kom Ombo.
