The desalination plant near Dakhla is 97 % complete, the irrigation network 99 %, and the 60 MW wind farm is finished. Morocco's agriculture ministry reported this after a visit by minister Khalid Hatimy on 30 October. The plant is to deliver 37 million m³ a year, of which 30 million m³ will irrigate 5,000 ha and 7 million m³ will be drinking water. The investment is around MAD 2.6 billion. Dakhla lies in Western Sahara, whose status is internationally disputed; Morocco administers the territory.
Here desalination serves farming first: more than four fifths of the water goes to the fields. Nationally, Morocco's draft budget for 2027 targets more than 1.8 billion m³ of desalinated water a year by 2031.
