In November 2024, Pumps Africa reported on the status of Egypt's public-private desalination programme. At a Dubai event on public-private partnerships, Atter Hannoura, head of the PPP Central Unit at the Ministry of Finance, named two first sites: El Hamam at 190,000 m³/day and Dabaa at 40,000 m³/day. Each plant is to run on a concession of 30 years. Seventeen consortia had already been prequalified in May 2023. Once land is secured, further plants are to follow at intervals of five to six months.

The report showed Egypt splitting the first phase of its programme into individual sites awarded one after another. With Dabaa and El Hamam, the prequalified consortia had concrete locations and sizes to work with.
