In January 2020, Yabiladi reported that Laayoune was to receive a second seawater desalination plant of 600 l/s, about 51,840 m³/d, before the end of 2020. Abderrahim Hafidi, director general of the national electricity and drinking water utility ONEE, said it should meet residents' demand up to 2030. The city's first plant had opened in 1995 with 300 l/s, about 25,920 m³/d. Speaking to the MAP news agency, he also announced a wastewater treatment plant of 18,000 m³/day and an early start of works on a desalination plant in Dakhla.

The report showed that the utility based the region's drinking water planning on seawater. The second plant was meant to triple desalination output in Laayoune.
