In January 2019, Times of San Diego reported that the regional San Diego County Water Authority had cut almost 18 million USD in debt costs by refinancing bonds. They had funded a pipeline of about 16 km linking the Claude "Bud" Lewis desalination plant in Carlsbad to the regional aqueduct network. Estimates had been 13.6 million USD through June 2046. Forty-five investors, among them J.P. Morgan Securities and Goldman Sachs, placed orders near 2 billion USD. The authority buys at least 15.6 billion gallons yearly through 2042, about 162,000 m³/d.
The report showed that financing for a large Californian desalination scheme could be restructured on better terms after a few years of operation, with investors placing strong trust in the public buyer.
