In May 2019, CNA reported that Hyflux had disclosed a third potential investor. The unnamed party submitted a non-binding letter and sought to acquire the group's plants in Algeria and Oman plus other Middle East and North Africa assets, including their operation and maintenance. Hyflux described it as one of the ten largest desalination companies worldwide, active on five continents. Earlier, Utico of the United Arab Emirates and the Oyster Bay fund had shown interest. The debt moratorium ran until 24 May.
The report showed that Hyflux's overseas desalination plants still attracted large operators during the restructuring, while the company kept looking for one investor to take on the whole group.
