Consortium picked to build fifth desalination plant, Singapore

In September 2017, Singapore's national water agency PUB chose the Tuas Power-Singapore Technologies Marine Consortium as preferred bidder for the country's fifth desalination plant on Jurong Island. Among four invited applicants, it quoted the most competitive first-year price of S$0.91 per m³. The plant was due to start operating in 2020, add about 137,000 m³/day and sell its water to PUB from 2020 to 2045. Desalinated water then met up to 25 per cent of demand.

The report reflects Singapore's approach: desalination as a weather-independent pillar alongside reservoirs, imported water and NEWater, procured through private partners on long-term purchase agreements with price competition per cubic metre.
