In April 2021, Abengoa Agua reported completing a reverse osmosis plant in Salalah, southern Oman, with 113,500 m³/day and a design ceiling of 120,000 m³/day. It was built for a consortium led by ACWA Power with Veolia and Dhofar International for Investment and Development, with Oman Power and Water Procurement Company as offtaker. The plant produced water from December 2020 and began commercial operation in March 2021. Abengoa built it with Fisia Italimpianti.
The report shows the model common in Oman: a private consortium builds and runs the plant while a state buyer takes the water. For the arid south it added a further source of supply.
