In June 2021, Mumbai's municipal corporation (BMC) and Israel's IDE Technologies signed a memorandum of understanding to prepare a detailed project report for a desalination plant in Manori. The plant was planned at 200 million litres per day, about 200,000 m³/day. According to Maharashtra's tourism and environment minister Aaditya Thackeray, it was to be ready by 2025 and reduce the city's dependence on the monsoon. He cited avoided dam construction and about 450,000 trees saved. The land was provided through the tourism corporation MTDC.
The report presented seawater desalination in Mumbai as an alternative to new dams, justified by water security, lower dependence on the monsoon and the preservation of trees.
