In September 2024, China Daily reported that State Grid Jiangsu Electric Power Co had sent two engineers to Malaysia in late August to help build a seawater desalination plant. It was due online in mid-September and to produce up to 500 tons of fresh water a day (about 500 m³/day), enough for around 3,000 residents. According to project engineer Zhu Jiaqi of Jiangsu Fenghai New Energy Seawater Desalination Development Co Ltd, the design was customised over more than 20 days. The technology had already been used in Brazil and Oman.

The report showed a Chinese power utility taking small desalination units abroad and pointing to earlier references in several countries as proof of the technology.
