In September 2017, President Ilham Aliyev visited the seawater desalination complex in Khidirli village, Salyan district, as Trend News Agency reported. Minister of Ecology and Natural Resources Huseyngulu Baghirov briefed him on the facility. The complex was commissioned in 2013, and a second line was added in 2016 without any additional construction work. According to the report, each line has a production capacity of 1,000 cubic metres; no time unit was given.
The report shows seawater desalination in Azerbaijan operated in manageable units. Adding a second line without additional construction work points to stepwise, modular expansion rather than a new build.
