In November 2022, Cape Verde's Deputy Prime Minister and Finance Minister Olavo Correia announced a 10 million euro financing agreement with the Bank of Austria. It was to fund the purchase of a 5,000 m³/day desalination plant for the island of Boa Vista. According to Medafrica Times, the loan carried zero interest. The plant was to meet demand on the island, the archipelago's second most popular tourist destination. Austria had earlier financed an expansion of the Palmarejo plant in Praia with about 5.5 million euros, installed by UNIHA Wasser Technologie.
The report showed Cape Verde expanding drinking water supply on its islands through desalination after years of drought, using concessional foreign loans and keeping tourism demand in view.
