In April 2018, Water. Desalination + reuse (Faversham House) reported that Oman Power and Water Procurement Company (OPWP) had concluded a build-own-operate agreement for the Salalah seawater reverse osmosis plant with ACWA Power, Dhofar International Development and Investment and Veolia Middle East. The plant was planned at 113,650 m³/day under a 20-year water purchase agreement, worth OMR 60 million (US$156 million), with completion targeted for 2020. Shareholdings were 50.1% for ACWA Power, 35% for Veolia and 14.9% for Dhofar. Fisia Italimpianti and Abengoa shared the EPC role.

The deal reflected the Gulf model of procuring large seawater plants as private projects with long offtake contracts and international developer consortia.
