In December 2017, the City of Cape Town began preparing the site for the Monwabisi desalination plant, one of seven projects in the first phase of its Additional Water Supply Programme. The plant was to deliver 7,000 m³/day of drinking water, with a first stage of 2,000 m³/day after a nine-week build and first water by March 2018. The city bought the water for two years from operator Water Solutions Proxa JV; councillor Xanthea Limberg put the tenders for construction and 24 months of operation at R260 million.

The report showed how Cape Town sourced extra water at short notice: through small plants run for a fixed term, with the city buying the water as a service, alongside groundwater and reuse projects.
