In July 2018, Water. Desalination + reuse (Faversham House) reported, citing the Antigua Observer, that the Antigua Public Utilities Authority (APUA) planned to swap the membranes in every one of its reverse osmosis plants to raise output. Costs of roughly $180,000 per plant were expected. Antigua met a large share of its household, business and farm water needs through desalination. The fleet included the 14,000 m³/day Sembcorp plant, Camp Blizzard and Ffryes Beach at 2,740 m³/day each, and further plants on Barbuda and at English Harbour and Pigeon Point.
The report showed how heavily a small island state depended on desalination, and that renewing membranes across the whole fleet was seen as a way to get more from existing plants.
