In December 2015, Water. Desalination + reuse (Faversham House) reported that the state's Texas Water Development Board (TWDB) granted a US$2 million loan to the Guadalupe-Blanco River Authority (GBRA). Provided under the SWIFT programme (State Water Implementation Fund for Texas), the money paid for a feasibility study on a combined power and water scheme with seawater desalination along the Gulf Coast of Texas. The work covered sites, pipeline routes and how seawater could be delivered to South Texas. GBRA stood to save around US$563,000 over the term.

The report showed Texas using state funding programmes to pay for early planning of seawater desalination and to widen the region's water sources.
