In February 2016, Water. Desalination + reuse (Faversham House) reported that the Orange County Board of Supervisors in California had renewed its support for the planned seawater desalination plant at Huntington Beach. The project by developer Poseidon Water carried an estimated cost of about US$1 billion and a planned output of 200,000 m³/day. A report from the regional water district projected 2040 demand 17% below earlier estimates. The board nevertheless asked the California Coastal Commission to grant the last outstanding permit.

The report showed falling demand forecasts shaping the debate over large desalination projects in California, while local political backing for the plant held.
