In March 2017, Arab News reported that Saudi Arabia's state Saline Water Conversion Corporation (SWCC) had given Banque Saudi Fransi (BSF) a financial advisory mandate covering two new-build projects. The signing in Riyadh was attended by SWCC governor Ali bin Abdulrahman Al-Hazmy and BSF managing director Patrice Couvegnes. A statement on the deal described SWCC as one of the first bodies to start a privatisation programme after Vision 2030 was announced. The corporation ran more than 30 desalination plants and produced roughly a fifth of global desalinated water.
The report showed how the privatisation of Saudi desalination under Vision 2030 was turning into concrete steps, in this case an advisory role for a domestic bank on new projects of the world's largest desalination producer.
