In December 2017, The North Africa Post, citing local media, reported that farmers in the Souss region were co-financing the planned desalination plant near Agadir. They were to pay EUR 1,000 (10,000 dirhams) per hectare, due once the plant was finished in 2020. Its water was to irrigate the Chtouka plain and also supply drinking water. Abengoa was to build the plant for EUR 309 million, with 275,000 m³/day and room to grow to 450,000 m³/day. Power was to come from the Noor Ouarzazate solar complex.
The report showed a funding model new to Morocco, with irrigation users carrying part of the cost of a large desalination plant within a public-private partnership.
