In October 2019, The New Indian Express reported that Nitin Gadkari, India's shipping and road transport minister, had outlined central government plans for wind power at the ports of Tuticorin, Kandla and Paradip. The scheme included desalination plants at all three ports to secure drinking water there. Gadkari put the cost of the electricity at Rs 2.5 a unit. He spoke at the 34th convocation ceremony of the Vellore Institute of Technology (VIT) in Vellore.
The report showed that in 2019 Indian ports were seen as sites where renewable energy and seawater desalination could be planned together.
