In September 2017, Water. Desalination + reuse (Faversham House) reported that the Board of Water Supply in Honolulu (HBWS) had prolonged Veolia's contract to run the Honouliuli Water Reclamation Facility until 2038. Hawaii's largest plant of its kind treated about 45,400 m³/day (12 million gallons) of secondary effluent once discharged into the Pacific, yielding high-grade reverse osmosis water for power stations and refineries plus irrigation water. Veolia had been engaged to build it in 1998, and HBWS took ownership in 2003. Savings to 2023 were estimated at USD 85 million.

The report showed island utilities with scarce drinking water relying on long-term operating contracts for water reuse to keep industrial and irrigation demand off the potable supply.
