In July 2018, the Oman Observer reported that Doosan Heavy Industries & Construction would carry out construction of the Al Aseelah independent water project in South Al Sharqiyah. The plant was sized at 80,000 m³/day with an estimated cost of about US$203 million. Al Asilah Desalination Company, the project vehicle, was owned by JGC (75%), United Infrastructure Development Company (20%) and Doosan (5%). Around 60% was financed by MUFG Bank, Sumitomo Mitsui Trust Bank and Shinsei Bank, insured by NEXI. Operation was planned by April 2021.

The report showed a typical structure for Omani water projects at the time: a single state offtaker, a private consortium led by a Japanese group and bank financing backed by export credit insurance.
