In October 2020, Middle East Construction News reported that the Saudi Water Partnership Company (SWPC) had called for expressions of interest in the Ras Mohaisen Independent Water Project. The reverse osmosis plant was planned about 300 km south of Mecca on the Red Sea, with 300,000 m³/day and operation from 2022. Submissions were due by 5 November. The winning bidder was to sell the water to SWPC for 25 years. KPMG Al Fozan & Partners, Eversheds Sutherland and WSP were named as advisers.

The report showed how Saudi Arabia organised new seawater desalination on the Red Sea through private developers, long-term offtake contracts and government credit support.
