In November 2020, Patch, carrying a Bay City News report, said the Antioch City Council in California had unanimously approved a 15 million US dollar line of credit with Bank of the West. It was to cover construction of a plant to desalinate brackish San Joaquin River water. The project cost 64.6 million dollars and was to provide about 6 million gallons a day, roughly 22,700 m³/day. Plans included a new pumping station at the river intake, a fish screen and almost five miles of pipeline.
The report showed how a city holding its own river water rights planned brackish desalination to replace costlier purchased water when salinity rose in summer and autumn.
