In December 2020, The Financial Express reported, citing the Prime Minister's Office, that Narendra Modi was due to lay the foundation stone for a seawater desalination plant at Mandvi when visiting Dhordo, Kutch (Gujarat), on December 15. The plant was planned at 100 million litres a day, or 100,000 m³/day, serving around 800,000 people in Abdasa, Mundra, Lakhpat and Nakhatrana. Mandvi was one of five planned plants in Gujarat, alongside Dahej, Dwarka, Ghogha Bhavnagar and Gir Somnath.
The report showed that Gujarat planned seawater desalination as an additional element next to the Narmada grid, the Sauni pipelines and wastewater treatment, with several coastal sites at once.
