In January 2021, Middle East Construction News reported that the Saline Water Conversion Corporation (SWCC) had shortlisted seven groups for the privatisation of the Ras Al Khair water and power plant north of Jubail. They included Engie, Jera, Marubeni, NTPC, Acwa Power and China Power International Holding with Ajlan & Bros. The deal was valued at about 3.5 billion US dollars, and the winner would take 60 percent of the project company. The plant had 1.05 million m³/day of capacity and 2.65 GW, combining MSF and reverse osmosis.
The report showed that Saudi Arabia was not only tendering new desalination plants to private developers but also planned to hand an existing plant of this size, including operational control, to private investors.
