In October 2024, Daily News Egypt reported on a meeting about the country's strategic desalination plan up to 2050, chaired by Deputy Housing Minister Sayed Ismail. Officials of the state-owned Holding Company for Water and Wastewater listed eleven coastal governorates, among them Matrouh, Alexandria, Port Said, Suez and the Red Sea, and reported on efforts to secure land for the plants. The finance ministry's PPP unit and the Sovereign Fund of Egypt were preparing technical studies and tenders for domestic and international firms.

The report showed that Egypt treated desalination on its Mediterranean and Red Sea coasts as a national programme overseen by the cabinet, with tenders being prepared through the PPP unit.
