In November 2024, SUR in English reported that the draft plan for the Axarquía desalination plant had slipped to spring 2025. José Campos, who heads the Junta Central de Usuarios del Sur del Guaro, said the ministry and Acuamed had doubts about the first site beside the Vélez-Málaga sewage plant. A Malaga consultancy was therefore examining three sites. Initial capacity was set at up to 25 million m³ a year, shared equally between Axaragua and farmers, with 100 million euros budgeted by the state.
The report showed that the project was falling further behind the timetable announced in June and that, in the users' view, site selection depended mainly on the intake and outfall structures at sea.
