In January 2019, Newsday reported that the Point Lisas desalination plant had to cut its output at short notice. A statement by the water authority WASA put output at only about 45,500 m³/d, a quarter of capacity. Desalcott normally delivered about 181,800 m³/d to the industrial estate at Point Lisas and to central and southwestern Trinidad. The cause was unclear at first; WASA had learned of it only that morning. WASA shifted water from Caroni and Navet and expected supply to recover 24 to 36 hours after a restart.
The report showed that the Point Lisas disruptions around the turn of 2018 and 2019 were not isolated, and that the water authority was caught off guard by sudden shortfalls from its largest supplier.
