In November 2020, The Hindu reported that the Expert Appraisal Committee of India's environment ministry had recommended coastal zone (CRZ) clearance for a scheme by Chennai's water utility CMWSSB. Madipakkam, Mathur, Jalladampettai and the village of Uthandi were to be supplied from the existing Minjur and Nemmeli desalination plants. The plans covered a distribution station at Uthandi, tanks holding 200 and 800 m³ and 35.49 km of pipes. The Satvva-Shriram EPC joint venture held the contract, and about 110,000 people were to benefit.

The report showed that in 2020 Chennai aimed to carry water from its desalination plants through new pipe networks to further districts and villages; the coastal zone review covered only part of the route.
