In March 2021, The New Indian Express reported that Chief Minister YS Jagan Mohan Reddy had told Andhra Pradesh officials to supply factories and industrial estates with desalinated water. The aim was to preserve fresh water held in reservoirs. At a review meeting in his Tadepalli office he called for coastal desalination plants, dedicated pipelines to industry and an implementation plan. The state-owned AP Industrial Infrastructure Corporation (APIIC) was to take charge.

The report showed a policy of reserving desalination for industrial users so that surface water in reservoirs and canals stayed available for other needs.
