In December 2021, the Corpus Christi city council in Texas was due to decide whether City Manager Peter Zanoni could negotiate land purchases for one or more desalination plants, KRIS 6 News reported. The still undisclosed plots lay near Inner Harbor, Nueces Bay Boulevard and the La Quinta Channel. The purchase required a later vote, and permits from the Texas Commission on Environmental Quality were pending. Water utilities official Mike Murphy cited industrial and population growth, while the group For the Greater Good criticised costs and brine discharges.
The report showed how a desalination project advanced in small municipal steps: first the authority to negotiate, then the purchase, then the permits, accompanied by objections over costs and brine.
