In December 2014, the EU procurement platform TED (Tenders Electronic Daily) published a works notice from the Republic of Djibouti, funded by the European Development Fund. It sought a firm to design, build and run for five years a reverse osmosis plant at Doraleh producing 22,500 m³/day, with civil works sized for 45,000 m³/day. It also covered a seawater pumping station of about 100,000 m³/day, subsea intake and outfall lines with brine dispersion, a 7.5 km pipeline and a 5,000 m³ reservoir. Bidders needed EUR 150 million in annual turnover.

The notice showed how the EU was using development funds to back desalination in East Africa, bundling construction, operation and training of the local utility into a single contract.
