In December 2018, TradeArabia reported that the Kuwait Fund for Arab Economic Development (KFAED) had agreed a loan of 15 million Kuwaiti dinars (50 million US dollars) with the Egyptian government for four desalination plants in South Sinai. A second loan of 25 million dinars (85 million US dollars) covered development works; the KFAED statement described the Bahr Al Baqar drainage project in this context. Investment Minister Sahar Nasr and KFAED Director-General Abdulwahab Ahmed Al Bader signed on the sidelines of the Africa 2018 Forum in Sharm El Sheikh.

The report showed how Egypt financed desalination plants in South Sinai through loans from Arab development funds, bundled with other water projects such as the treatment of drainage water.
