In October 2015, Water. Desalination + reuse (Faversham House) reported, citing Reuters, that Emirates SembCorp Water and Power was weighing a project bond to refinance the Fujairah 1 plant. Sources quoted by Reuters put the volume at up to US$ 350 million, with issuance possible from early 2016. Abu Dhabi's state-owned ADWEA held 60% of the venture, Sembcorp Industries of Singapore the rest. The hybrid plant offered 893 MW of power and 500,000 m³/day of desalination (500 Ml/d); a 150,000 m³/day expansion was nearing completion.
The report showed how large Gulf power and water projects were expected to refinance through capital markets once built, backed by a state-owned majority shareholder.
