In January 2018, the organisation Water for Rural Africa called on Ghana Water Company Limited (GWCL) and the government to reopen the Teshie desalination plant quickly. As the broadcaster Citi FM reported, GWCL had shut the plant from 1 January 2018 to renegotiate its contract with the operator Befesa. Residents of Teshie and Nungua had since received water only twice a week. The plant cost 125 million US dollars and had a capacity of 60,000 m³/day.
The report showed how entire districts depended on a single desalination plant: a dispute over contract terms turned directly into a question of daily water supply for residents.
