In November 2017, Water. Desalination + reuse (Faversham House) reported that Hong Kong's Water Supplies Department had invited pre-qualification submissions for the Tseung Kwan O desalination plant. Stage one covered design, construction and operation of a 135,000 m³/day seawater reverse osmosis plant, with intake, outfall and support buildings sized for later growth to 270,000 m³/day. Operation was set at ten years, extendable by five. Owner's engineer Black & Veatch Hong Kong ran the process. Submissions were due by 22 December 2017, the tender was expected in March 2018.

The report showed that Hong Kong was procuring a large seawater reverse osmosis plant at the time as a combined design, build and operate package with expansion planned in from the start.
