In October 2021, project engineers said that the Tseung Kwan O desalination plant in Hong Kong was expected to be completed and put into service in 2023. The plant was designed for 135,000 m³ per day and, according to Lee Kwun-chung, chief engineer of the Water Supplies Department, would meet 5 percent of the city's fresh water demand at the time. It was to be Hong Kong's first plant using seawater reverse osmosis. The main contractor was the state-owned, Hong Kong-based China State Construction International Holdings.

The report showed a city supplied with water from the mainland building its own weather-independent source. At 5 percent of demand, the first stage was a supplement rather than a replacement.
