In December 2023, Hong Kong's Water Supplies Department (WSD) announced that the first stage of the Tseung Kwan O Desalination Plant would be commissioned the following day. At full operation, the plant was to produce 135,000 m³/day and meet around 5 percent of the city's fresh water demand. It is Hong Kong's first waterworks using reverse osmosis and supplies Sai Kung and parts of East Kowloon and Hong Kong Island. Preliminary design for a second stage aimed at around 10 percent had begun.
The report marked Hong Kong's entry into large-scale seawater desalination, planned as a staged build-out with an adjacent site reserved for later expansion.
