In July 2017, Water. Desalination + reuse (Faversham House) reported that desalination and water policy were central to the visit of India's prime minister Narendra Modi to Israel from 4 to 6 July 2017. They set up a strategic water and farming partnership on conservation, wastewater reuse, desalination and cleaning the Ganges, steered by a joint working group. Seven memorandums were signed, including a USD 40 million innovation fund, I4F, plus twelve business deals worth USD 4.3 billion. The Galmobile mobile desalination unit by GAL Water Technologies was shown.

The report showed that desalination and water reuse had become topics of intergovernmental cooperation, with state visits tied to water agreements and research funding.
