In December 2018, Water. Desalination + reuse (Faversham House) reported that the European Union had awarded €30 million for Jordan's As Samra wastewater treatment plant. The grant was meant to enlarge treatment capacity and raise the reuse of treated effluent, mainly for irrigation. It was to help fund an EBRD (European Bank for Reconstruction and Development) investment due to be signed in 2019 and prepared with the Ministry of Water and Irrigation of Jordan. As Samra served the Amman and Zarqa governorates, with four million inhabitants between them.

The report showed international lenders in Jordan in 2018 linking the expansion of wastewater treatment with the aim of supplying more reclaimed water to agriculture.
