Construction starts on seawater plant, Baja California

In March 2016, Water. Desalination + reuse (Faversham House) reported that work had begun on a 22,000 m³/day seawater reverse osmosis plant in San Quintin, in the Mexican state of Baja California. RWL Water Group, with Libra Ingenieros Civiles and the firm RJ Ingenieria, financed the US$32 million scheme as a public-private partnership. RWL Water took on project management, process engineering and 30 years of operation. It was seen as the first contract under the state's new PPP law. A second plant of similar size was being built in Ensenada.

The report showed how Baja California used private partners to fund desalination and had created a dedicated legal framework for it, in this case serving an export-oriented farming region.
