The US Environmental Protection Agency (EPA) is lending the Honolulu Board of Water Supply USD 109 million under WIFIA for the Kalaeloa Seawater Desalination Facility, it announced on 16 October. The reverse osmosis plant is to deliver 1.7 million gallons a day, about 6,400 m³, together with brine disposal, a recycled water line and distribution mains. Repayment is deferred until construction is complete. According to the utility, it will be Oahu's first seawater desalination plant.

The plant is small; the financing is what stands out: a federal loan with deferred repayment makes desalination plannable for a municipal utility.
