In March 2016, Water. Desalination + reuse (Faversham House) reported that a consortium headed by Sacyr's subsidiary Valoriza Agua was to deliver a seawater reverse osmosis plant at Sohar, on the Batinah coast of Oman. The plant was sized at 250,000 m³/day. Oman Power & Water Procurement Company made the award. Valoriza held 51%, with 25% for Oman Brunei Investment Company and 24% for Sogex Oman. The US$1.2 billion contract covered design, construction, operation and maintenance plus a 20-year offtake of the water. Operation was due to start in 2018.

The report showed the scale at which Oman was then expanding drinking water supply through private operators with long-term offtake guarantees. Sacyr saw the award as strengthening its position in the Middle East.
