In July 2024, Douglas OHI began building temporary offices and utility connections for the Ghubrah 3 desalination plant in Oman, Middle East Construction News reported, citing a company statement. The plant was designed and built by Spain's GS Inima as EPC contractor. It was planned for 300,000 m³/day under normal operation and up to 315,000 m³/day at peak demand, serving 2.5 million inhabitants of Muscat. According to the statement, it was to become Oman's largest desalination plant.

The report shows the scale at which Oman was then planning supply for its capital: a single plant for 2.5 million people. Coverage of preparatory works also reflects the division of roles between EPC contractor and other firms.
