In March 2017, Water. Desalination + reuse (Faversham House), citing Consolidated Water's 10-K annual filing, reported that the planned seawater reverse osmosis scheme at Rosarito, Baja California, had become uncertain. The peso and Mexico's economy had weakened after the US presidential vote of November 2016. Project company Aguas de Rosarito, owned by NSC Agua and NuWater, asked the state water commission CEA for a higher water tariff. Total cost stood at about MXN 9 billion (USD 463 million), and the land was carried at USD 20.6 million.
The report showed how heavily large desalination projects near the border depended on exchange rates and financing costs at the time, and how quickly contractually agreed water tariffs came under pressure.
