In February 2017, The Business Times reported that Hyflux, acting through its subsidiary Hydrochem Saudi, had signed a memorandum of understanding with the Saline Water Conversion Corporation (SWCC), the Saudi state utility. It covered three seawater reverse osmosis plants at Duba, Wajh and Haql on the kingdom's Red Sea coast, each sized for 16,000 m³/day. Hyflux estimated their value at about 687 million riyal, or S$260.3 million. A public tender came first, and building was due to start once contracts were finalised.
The report showed Saudi Arabia planning mid-sized reverse osmosis plants for smaller Red Sea coastal towns, and bringing in foreign technology suppliers through public tenders to deliver them.
