In March 2020, Middle East Construction News reported that the Saudi Water Partnership Company (SWPC) had signed the project agreements for the Yanbu 4 Independent Water Plant with a consortium of Engie and Mowah. The reverse osmosis plant in Badr Governorate, Madinah region, is to deliver 450,000 m³/day to Makkah and Madinah. Solar units were to cut grid demand, and tanks to cover two days of operation. Engie and Mowah had bid the lowest water tariff at SR1.7446 per m³. Commercial operation was planned for the first quarter of 2023.
The report showed how tight Saudi competition for independent water plants had become: four consortia bid within less than SR0.20 per cubic metre of each other, and the award went to the lowest tariff.
