In July 2016, Water. Desalination + reuse (Faversham House) reported that Singapore's environment and water resources minister, Masagos Zulkifli, had announced a new desalination plant for industrial users at Singapore International Water Week on 12 July. Planned at about 136,000 m³/day (30 million gallons a day), it was to sit beside an existing power station on Jurong Island, a man-made petrochemicals hub, to save energy. It was to be the country's fifth such plant. Singapore aimed to lift desalination and reuse from 45% to 85% of supply by 2060.

The report showed Singapore steering new desalination capacity toward rising industrial demand and planning to site plants next to power stations to save energy.
