In January 2017, Water. Desalination + reuse (Faversham House) reported that Keppel had defeated 15 competing bidders to secure the contract for the fourth desalination facility in Singapore, located in Marina East. Rated at 137,000 m³/day (30 million gallons per day), it was designed to purify both seawater and Marina Reservoir water by reverse osmosis. A 25-year supply deal with the water agency PUB, covering 2020 to 2045, fixed a first-year tariff of 1.07867 dollars per cubic metre. Keppel Seghers would build it and Keppel Infrastructure Services would run it.
The report showed Singapore expanding desalination as a climate-resilient pillar of supply: it then covered a quarter of demand, and PUB was planning for as much as 30 per cent.
